German Chancellor Friedrich Merz called on Russia to come to the negotiating table. Merz spoke at a press conference held in Paris within the scope of the Volunteer Coalition Summit on Ukraine. Stating that they have created a new dynamism regarding the war in Ukraine, Merz said that unity in transatlantic relations was achieved at the G7 Summit in France. Emphasizing that the NATO Summit in Ankara was also successful, Merz said, “We have shown that all 32 NATO members stand together when it comes to defending freedom in Europe.”

Stating that the war against Ukraine and Europe has entered a new phase, Merz argued that Ukraine has achieved military successes in recent months, but the Kremlin can no longer gain significant territorial advantage and will not achieve its war aims. Expressing that they are increasing pressure on Russia, Merz said, “We are doing this not to prolong the war, but to end it as soon as possible. Therefore, our message to Russia is this: The time has come to sit at the negotiating table. The time has come to agree on a ceasefire. The time has come to end the unnecessary bloodshed in Ukraine.”

Merz reiterated that they are ready to contribute to Ukraine's security even after a ceasefire is achieved at the Volunteer Coalition Summit. Merz noted that this is indispensable for lasting peace, and that a Ukraine with strong defense capabilities, a robust monitoring mechanism, and binding security guarantees is needed. Merz stated that the volunteer coalition wants to play an important role in this regard, in close cooperation with the United States.

Stating that Ukraine and its partners, not Moscow, will decide how security guarantees will be shaped, Merz conveyed that they will increase support for Ukraine. The German Chancellor announced that they are in coordination with Ukraine on the defense industry and will increase the production of air defense systems and long-range weapons in Europe.

Emphasizing that Ukraine is ready to end the war, Merz said, “It always has been. With the support of Europe and the US, we are also open to peace negotiations between Ukraine and Russia. Now, it is entirely up to (Russian President Vladimir) Putin to seize this opportunity.” Merz noted that until then, they will increase pressure on Russia, continue cooperation within the Volunteer Coalition, and continue to stand by Ukraine.
