Government Spokesperson Stefan Kornelius stated in a written statement that the National Security Council convened under the chairmanship of Prime Minister Friedrich Merz.

Kornelius noted that various security threats, particularly Russia's hybrid attacks, were discussed at the meeting. He stated that new measures against espionage and sabotage were decided upon.

Following the Russia-linked hybrid attack attempt in Leipzig on August 4, these threats were comprehensively re-evaluated. Kornelius stated, "Germany assumes it will continue to be the target of Russia's hybrid attacks."

Kornelius stated that the Council decided to continue its work on how the government will respond to potential future hybrid attacks. At the meeting, the implementation status of measures within the action plan prepared against hybrid threats was discussed. Additionally, new steps against espionage and sabotage, and strengthening the protection of critical infrastructure, were decided.

Measures to ensure the procurement of critical raw materials from more diverse sources and through resilient supply chains were also decided at the Council meeting. Kornelius noted that for this purpose, the government established the Raw Material Fund as a central support tool within the Raw Material Policy Action Plan.
